Earlier Saudi government made a mandate that without Iqama number you will be unable to recharge your SIM.

Before loading any card it used to ask your Iqama number, without which any SIM wouldn’t get recharged.

The Communication and Information Technology Commission (CITC) announced that entering ID number or Iqama number along with prepaid card number is not required for recharging pre-paid mobile phones from November 15 onwards.

Also 5% Tax will be applicable on Mobile Bills starting January 2018 on all Recharge Cards, Prepaid Apps, Internet Data Packs, etc.

So, going forward you will get less money compared to todays Balance due to implementations of 5% VAT.
